What the product is measuring
Rotating Data maps the physical and financial system required to build AI capacity. The primary objects are organizations, facilities, projects, deals, relationships, and source documents. A company announcement is not treated as delivered capacity, and a reported relationship is not treated as a contract unless the source supports that conclusion.

Campuses, fabs, substations, generation assets, networks, and construction programs.
Contracts, leases, financing, capacity reservations, partnerships, and stated milestones.
Filings, permits, issuer materials, utility records, and clearly labeled reporting.
The editorial pipeline
- Collect. Find a source that contains a material infrastructure claim.
- Resolve. Normalize names, counterparties, locations, dates, units, and project identities.
- Structure. Separate the underlying organizations, facilities, deals, and relationships.
- Grade. Identify the source class and disclosure depth.
- Review. Record what is supported, what is inferred, and what remains undisclosed.
- Maintain. Recheck sources, dates, project status, and superseding disclosures.
Evidence grades
Primary source
An issuer release, regulatory filing, permit, utility record, contract, or direct government record. Primary does not mean complete or independently verified; it identifies who made the disclosure.
Near-primary source
A distribution service carrying an issuer release, official meeting record, project presentation, or another document close to the originating party.
Market reporting
Reporting from a publication or analyst that is not itself a party to the claim. Material claims should be corroborated or labeled as reported.
Evidence grade describes the source, not the probability that a project will finish on schedule.
Uncertainty and status
Announced, planned, financed, under construction, energized, and operational are different states. Records should preserve the exact disclosed state and its effective date. Forward-looking amounts remain attributed to the source and should not be presented as completed facts.
Execution-risk data
Risk counts represent recorded public actions such as permitting, zoning, utility, water, and community proceedings. They are not a severity score and do not by themselves predict project failure. The product provides the underlying trail so users can assess materiality.
Corrections
Material corrections should preserve the review date and reason for the change. To flag a record, use the support page and include the record link and a supporting source.
